Changes to the Open Access Same-Time Information System (OASIS) Congestion Revenue Right (CRR) Inventory Report

Upon production Go-Live of the new Congestion Revenue Rights (CRR) system related to the CRR System Upgrade project, the Open Access Same-Time Information System (OASIS) CRR Inventory report will be completely refreshed with CRR’s Inventory Date Jan. 1, 2022, and onwards (which covers the 39-month settlements period). The CRR Inventory report will contain records of existing CRRs that are not yet expired and reflect the MW values and effective dates after being sold in CRR Auction and/or Secondary Market as well as after being adjusted/added by the California ISO CRR Market Operator and/or through the TOR CRR Conversion process.

Noticeable inventory report data content changes going forward:

Market Names

  • If CRRs are from the auction or allocation market, then the market name would be the monthly or annual/seasonal market name
  • If CRRs are from the secondary market, then the market name would be ‘SECONDARY_MARKET’
  • If CRRs are from TOR conversion, or manually created by the CAISO CRR Market Operator, then the market name would be ‘SYSTEM’
  • If CRRs are from Load Migration, then the market name would be ‘LOAD_MIGRATION’.  Refer to the section below for more information regarding “Load Migration” market inventory data.
  • If CRRs have a class as ALLOCATION or AUCTION without a market defined, which is due to a manual CAISO CRR Market Operator input to the system, then the market name would be ‘OTHER’

Offer Type

Brand new data field which denotes any of the following:

  • OWNER = applicable for CRRs created for the owner via Allocation, Auction, Secondary Market, TOR Conversion, Manual Creation by operators
  • SELLER = applicable for awarded sell offers from the auction market

Inventory Date

OASIS report will be refreshed incrementally; thus, the same market may have different inventory dates

Market Term 

Can be Seasonal, Monthly, LOAD_MIGRATION, SECONDARY_MARKET, or SYSTEM

Load Migration CRRs:

To reduce the number of CRR’s created with each Load migration process between same LSEs on same base CRRs, the upgraded CRR system will net the CRRs ID by season and TOU. Example of the process can be found in the updated BPM (BPM Change Management)

The OASIS CRR Inventory report will be representative of the aggregated MW of sell offers for the same auction and CRR ID (after the load migration CRR conversion) per SC.

For data transparency of the aggregated MW, the California ISO will be posting supplemental reports at Congestion Revenue Rights page.  These reports will aid in reconciling market participant load migration inventory before the new methodology was applied.
