Congestion revenue rights
Congestion Revenue Rights (CRR) are financial instruments, made available through allocation and auction processes, that enable rights holders to manage congestion cost variability based on locational marginal pricing. These rights are acquired primarily for offsetting congestion costs that occur in the day-ahead market.
Prior to being given access to the Congestion Revenue Rights system, all entities must complete the registration and qualification process regardless of whether they wish to acquire the rights by allocation, auction or the secondary market.

Market participants must submit the ISO Affiliate Disclosure Form to inform the ISO of any affiliate that owns, controls and/or schedules resources that may provide energy or ancillary services in the ISO markets, according to tariff requirements.
Market participants must submit the Electronic Funds Transfer or Bank Account Change Form via CIDI to request bank account set up or changes.

Non disclosure agreement
Certain confidential information pertinent to its Congestion Revenue Rights Full Network Model data are available upon compliance with the applicable Submission Instructions and submittal of a Non-disclosure Agreement. Requesting entities must be members of the Western Electricity Coordinating Council (WECC) or have an approved WECC Base Case Data Request Package prior to requesting access to this data.
Current processes
The CRR processes are separated into two distinct markets; the allocation and auction. Each of these markets award CRRs valid for annual and monthly periods. The allocation markets are open to registered CRR load serving entities while the auction is open to all registered CRR entities that post sufficient collateral.
