Congestion Revenue Rights Enhancements: Issue paper on revenue adequacy and auction efficiency posted; meeting on 1/21/26

The California ISO has published the Issue Paper on revenue adequacy and auction efficiency for the Congestion Revenue Rights (CRR) Enhancements initiative. The ISO will host a hybrid stakeholder meeting on Jan. 21, 2026, to discuss this paper and give stakeholders an opportunity to ask questions.

The paper is available on the Congestion Revenue Rights (CRR) Enhancements initiative webpage. The agenda for the stakeholder meeting and other associated materials will be available prior to the meeting on the same webpage.

Please submit written comments for both the issue papers and straw proposal by end of day Feb. 4, 2026, through the ISO’s commenting tool using the link on the initiative webpage.
