Congestion Revenue Rights Enhancements Issue Paper posted

The California ISO has published the Issue Paper & Straw Proposal on Product Definition for the Congestion Revenue Rights (CRR) Enhancements initiative. The ISO will host a virtual stakeholder meeting for this initiative on Jan. 21, 2026 to discuss this paper and give stakeholders an opportunity to ask questions.

The paper is available on the Congestion Revenue Rights (CRR) Enhancements initiative webpage. The agenda for the stakeholder meeting and other associated materials will be available prior to the meeting on the same webpage.

Please submit written comments in response to questions identified throughout the issue paper by end of day Feb. 4, 2026, through the ISO’s commenting tool using the link on the initiative webpage.

The call will be recorded and the video file posted on the initiative webpage for a limited time. The recording is for informational convenience purposes only, and any related transcriptions should not be reprinted without the ISO’s permission.
