The California ISO Department of Market Monitoring has published the 2025 Q2 Report on Market Issues and Performance and has scheduled a stakeholder web conference on Oct. 9, 2025, to discuss reported analysis and findings.
The report covers market results for the period from April to June 2025. Prices across the Western Energy Imbalance Market (WEIM) averaged about $26/MWh, up 12 percent compared to the second quarter of 2024, due to higher load and higher natural gas prices at most major Western hubs.
Higher natural gas prices contributed to more generation from coal units in the Intermountain West and larger net power flows out of that region and into the Desert Southwest and California during non-solar hours. Average hourly battery discharge also increased in all non-solar hours in both the California and Desert Southwest regions, including each of the early morning hours 1 to 6.
