The California ISO Department of Market Monitoring has published an analysis of the interim EDAM congestion revenue allocation to the Reports and presentations webpage.
Under the interim Extended Day-Ahead Market (EDAM) Congestion Revenue Allocation (CRA), the ISO will transfer congestion rent between balancing authority areas. This transfer of rent between areas allows the receiving area to pay holders of firm transmission scheduling rights for congestion costs incurred from constraints located in other areas. This analysis by the Department of Market Monitoring uses historical 15-minute market data to gauge the extent to which the interim Congestion Revenue Allocation may create incentives to submit EDAM self-schedules in current and potential future EDAM balancing authority areas.
