Draft 2027-2029 Market Policy Roadmap published; meeting on 10/1/26, comments due 10/30/26

The California ISO (ISO) is pleased to announce the publication of the draft 2027-2029 Market Policy Roadmap, which summarizes the market policy initiatives and schedules planned for the next three years. The roadmap includes updated schedules for many active initiatives and reflects ongoing efforts to align priorities and resources across the stakeholder process. It can be found the 2026 Market Catalog and Roadmap process webpage.

The 2027-2029 roadmap development process also recognizes that discussions regarding potential regional market expansion have led some stakeholders to reevaluate priorities for 2027. Accordingly, the draft roadmap has been developed with sufficient flexibility to accommodate potential reprioritization of efforts should stakeholders determine that new initiatives or adjusted timelines are warranted.

We invite all stakeholders to participate in the stakeholder meeting on Oct. 1, 2026, from 2 p.m. to 4 p.m. PDT. The meeting will include a discussion of updates to current initiative schedules and a review of the draft 2027-2029 Market Policy Roadmap.

As an additional engagement opportunity, stakeholders are invited to attend the Western Energy Markets (WEM) Regional Issues Forum (RIF) on Oct. 5, 2026, from 1 p.m. to 4:30 p.m. PDT. The forum will include a panel discussion on schedule changes for ongoing initiatives, the draft 2027-2029 Market Policy Roadmap, and proposed changes to the 2027 catalog and roadmap process. Stakeholders are also encouraged to provide feedback on the draft roadmap through the commenting tool. The survey asks stakeholders to characterize their level of support for the proposed initiatives and timelines, as well as their ability to commit resources to actively participate in the proposed portfolio of initiatives. The comment period will remain open through Oct. 30, 2026. The draft 2027-2029 Market Policy Roadmap and comment template can be found on the process webpage.
