Extended Day-Ahead Market (EDAM) Congestion Revenue Allocation Phase 2: Working Group on 2/23/26

The California ISO will host a virtual stakeholder meeting on Feb. 23, 2026, from 1 p.m. to 4 p.m. to continue the discussion on Phase 2 of the Extended Day-Ahead Market (EDAM) Congestion Revenue Allocation initiative. 

In Phase 1 of the initiative, which was conducted in 2025, the ISO and stakeholders evaluated enhancements to the congestion revenue allocation design for EDAM to support a congestion hedge associated with the exercise of firm transmission rights through the market. Phase 2 of this initiative is evaluating potential near-term enhancements to that design and a long-term design for congestion revenue allocation in EDAM. 

The Feb. 23, 2026, meeting will continue the discussion of design principles and analysis to guide policy development in Phase 2. The meeting will review stakeholder comments on the analysis and draft design principles shared at the Dec. 11, 2025, working group meeting and share updates on next steps for Phase 2. 

Meeting materials will be available prior to the workshop on the initiative webpage. The workshop will be recorded and the video file will be posted after the meeting.
