Notification of revised ISO Balancing Authority operating procedures 3630, 3630A, 5360, 5360A, 5360B, 5360C and Market Operator procedure MO5210E

The California ISO (ISO) has revised Balancing Authority operating procedures listed below:

3630 Modeling – Scheduling ETC (Existing Transmission Contract) and TOR (Transmission Ownership Rights) Rights, version 7.2, effective July 10, 2026.

Periodic Review: Replaced reference of PI Process Book with Plant Information (PI) Vision in Section 3.4. Minor formatting and grammar edits and removed history prior to five years.

3630A ETC/TOR Instructions, version 3.2, effective July 10, 2026.

Periodic Review: No changes required.

5360 Black Start Resource Testing, version 3.4, effective July 10, 2026.

Periodic Review: Updated from Generation “Desk” to “Dispatcher.” Defined North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC), minor formatting and grammar edits and removed history prior to five years.

5360A Black Start Resource Test Request Form, version 2.3, effective July 10, 2026.

Periodic Review: No content changes required; removed history prior to five years.

5360B Black Start Resource Test Report Form, version 2.5, effective July 10, 2026.

Periodic Review: Minor formatting and grammar edits and removed history prior to five years.

5360C Black Start Resource Test Plan Template, version 2.3, effective July 10, 2026.

Periodic Review: Minor formatting and punctuation edits; changed BES to Bulk Electric System and removed history prior to five years.

MO5210E Market Operator Logging, version 3.0, effective July 10, 2026.

Periodic Review: Converted to Market Operator Procedure MO5210E and updated to reflect the latest version of procedure 2720 and bring up to speed with current Real-Time Market Operations logging requirements. Added the new to Real-Time Market Operator (RTMO) Shift Turnover Log. Replaced Manager, Real-Time Operations with Manager, Balancing Authority (BA) Operations. Minor formatting and grammar edits and removed history prior to five years.
