Notification of revised ISO operating procedures 1210, 5140, 5330, and 5360B

The California ISO has revised the operating procedure(s) referenced below. 

1210 Day-Ahead Market, version 19.7, effective Jan. 23, 2025. 

Periodic Review: Updated language in Section C.3.1.4, replacing MED (Manual Economic Dispatch) tool with Exceptional Dispatch tool under Dispatch Description for both Energy and Congestion Mitigation. Updated definition for Real-Time Operations Management Team due to role and title changes. Minor formatting and grammar edits throughout. Removed history prior to five years.

5140 California ISO Market Participant Inquiries, version 4.5, effective Jan. 23, 2025. 

Periodic Review: Replaced Transmission and Generation "Desk" with "Dispatcher." Defined Transmission Owners and replaced Real-Time Market Operator (RTMO) with Market Operator (MO) in Section 2.1. Replaced Help Desk with Service Desk in Sections 3.1 and 3.2. Replaced Reliability messaging system with Grid Messaging System (GMS) in Section 3.3.2. Minor formatting and grammar edits. 

5330 Resource Testing Guidelines, version 12.4, effective Jan. 23, 2025. 

References: Removed 5340 procedure reference due to retirement on 12/19/24. Minor formatting and grammar edits throughout.

5360B Black Start Resource Test Report Form, version 2.4, effective Jan. 23, 2025. 

Added clarifying text to C.3-C.6 and N/A option for C.4-C.6. Added References section to include North American Electric Reliability Corporation (NERC) EOP-005-3.
