Markets Planning Information TechnologyTransmission Service and Market Scheduling Priorities Phase 2 Available For Daily Wheeling Through Priority Effective Operating Date 6/1/24; Request Window Opens 5/25/24
The California ISO’s Transmission Service and Market Scheduling Priorities Phase 2 (TSMSP2) implementation via webWheel and other systems is now active for the daily priority wheeling through (PWT) available transfer capability (ATC) starting effective trade date June 1 onwards; the first daily request window is tomorrow, Saturday, May 25, from 7 a.m. to 12 p.m. Pacific Time, for target Daily ATC period of June 1, 2024. The webWheel system is available at webwheels.caiso.com.
The daily ATC values available for reservation and establishing wheeling through priority across the ISO system starting June 1, 2024 and beyond will be available in the OASIS > Transmission > “ATC for PWT Requests” report.
At this time, there is an interim solution for webWheel contract submissions for the daily process for users that have contracts less than a month in duration. Please refer to the details of the interim solution here.
The TSMSP2 SIBR Rules will be implemented by May 30, 2024 to support bid submissions for Trade Dates starting June 1, 2024.

TSMSP2 implements a new process for establishing wheeling through priority starting for June 2024 and beyond.
Under the new process, ATC is secured in advance on the ISO interties to establish wheeling through priority equal to ISO load. ATC can be reserved in Monthly increments (13-month horizon) or Daily increments (7-day horizon).
Wheeling through transactions without secured ATC in advance will have a lower market clearing priority.
This implementation of wheeling through priority process supports load service planning for Summer 2024.
As of May 24, 2024, the TSMSP2 implementation via WebWheel and other systems is now available to support reservation of Daily ATC starting June 1, 2024 and beyond.
The first PWT daily ATC request window will open tomorrow, Saturday, May 25, 2024 from 7 a.m. to 12 p.m. Pacific Time for the target Daily ATC period of June 1, 2024.
