Financial Planning Initiatives: straw proposal posted; call on 2/12/26

The California ISO has posted the straw proposal for the Financial Planning Initiatives (including Start-up Funding for the Regional Organization for Western Energy) and will host a public stakeholder call on February 12, 2026.

This initiative was previously announced under the title “Cost-of-Service Study Extension, Revenue Requirement Cap Increase, and Other Rate Design Considerations.” The scope has since been expanded to include the Start-up Funding for the Regional Organization for Western Energy (ROWE) proposal to address funding considerations associated with the implementation of independent regional market governance under the Pathways Step Two framework.  The Launch Committee of the West-Wide Governance Pathways Initiative has requested that the ISO facilitate a stakeholder process to develop a proposal to create a funding mechanism for ROWE’s debt financed startup costs that would be repaid by market participants.  

The presentation will be available on the initiative webpage prior to the call.

The call will be recorded and the video file posted on the initiative webpage for a limited time. The recording is for informational convenience purposes only, and any related transcriptions should not be reprinted without the ISO’s permission.

Please submit written comments on the stakeholder call discussion by end of day Feb. 26, 2026, through the ISO’s commenting tool using the link on the initiative webpage.
