Large Loads Initiative: Draft final proposal and draft tariff language posting, meetings on 10/1/26 and 10/19/26

The California ISO (ISO) will post the draft final proposal and draft tariff language for the Large Loads Initiative by end of day on Sep. 24, 2026, and will hold a hybrid public stakeholder meeting on Oct. 1, 2026, to discuss the draft final proposal, and a virtual meeting on Oct. 19, 2026, to discuss the draft tariff language. Stakeholders planning to attend the Oct. 1, 2026, meeting in person must register by the end of the day on Sep. 25, 2026.

The presentations will be available prior to the meetings on the Large Loads initiative webpage. The draft final proposal and draft tariff language addresses the following topics:

1. Procedures to improve large load information visibility for operational awareness and new technical standards for continued reliability
2. Framework to prevent cost-shifting
3. Information and application requirements for co-located arrangements
4. Framework for a flexible interim load interconnection (FILI) service to expedite interconnection
5. Consideration of service to electrically proximate large loads

The draft final proposal reflects stakeholder feedback received on the straw proposal and includes additional detail regarding operational requirements for the FILI framework, interactions between load interconnection studies and the transmission planning process, approaches to minimize potential cost shifting, and future policy considerations. The proposal also narrows the scope of this initiative by deferring consideration of a permanent flexible load interconnection option and proximate load and generation arrangements to future stakeholder processes.

The meetings will be recorded, and the videos will be posted after the meeting. The recordings are provided for informational and convenience purposes only, and any related transcriptions may not be reprinted without the ISO's permission.

The ISO welcomes stakeholder feedback and will open a comment period following the Oct. 1, 2026, meeting. Comments on the draft final proposal and draft tariff language are due by the end of the day on Oct. 15, 2026, through the ISO's commenting tool using the link on the initiative webpage. Following review of stakeholder comments, the ISO anticipates presenting the Large Loads Initiative to the ISO Board of Governors for consideration at its Oct. 28, 2026, meeting.
