Peak Reliability's Outage Coordination Initiative




The California ISO is notifying its market participants that the newly proposed Peak RC outage coordination process, part of the NERC Standard IRO-017, is scheduled to go live February 2017.  Market participants are strongly encouraged to participate in Peak Reliability's outage coordination process and provide comments on it.

On November 19, 2015, the Federal Energy Regulatory Commission (FERC) issued Order No. 817, which approves the revised North American Electric Reliability Corporation (NERC) TOP/IRO (Transmission Operator/Interconnection Reliability Operation and Coordination) standards. NERC Standard IRO-017 states that each Reliability Coordinator shall develop, implement and maintain an outage coordination process for generation and transmission outages within its reliability coordinator area.


Market participants are strongly encouraged to participate in Peak Reliability's new outage coordination process scheduled to go live February 2017. Information on submitting comments is available on their website at


The proposed Peak RC IRO-17 Project schedule is as follows:

August 17, 2016 - Second outage coordination process draft to be issued for comment

September 7, 2016 - Second comment period ends

September 29, 2016 - Stakeholder Engagement webinar scheduled

October 3, 2016 - Final process document available

February 7, 2017 - Implementation of new process

April 1, 2017 - IRO-017 effective date


Upon implementation, the ISO's outage coordination process will have these changes:

  • Outage submittal time increase from 8 calendar days to 15 calendar days
  • Peak RC will approve all bulk electric system (BES) outages
  • ISO tariff and outage management business practice manual changes
