The ISO implemented an alternative methodology to the phase 1 network upgrades analysis for interconnection queue Cluster 4 to assess interconnection customer cost responsibility ceiling and posting requirements for Cluster 4 generation. The new approach relies on existing methodology principles but includes revisions that produce more reasonable and useful results while still accommodating the needs of interconnecting parties.
